It is a deliberate trade. A skirt worked all over would sit heavier and move less; this one keeps the swing and still arrives somewhere at the hem. The long-sleeve blouse carries a mirrored yoke with a beaded fringe and matching cuffs, and the dupatta is bordered in the same zari.
